The State of E-Invoicing Regulations in 2025: What You Need to Know

Right, let’s talk about e-invoicing. It’s something businesses can’t afford to ignore in 2025, and trust us, it’s picking up speed fast - globally, not just in Europe. Governments are tightening up tax rules, cutting down on fraud, and pushing businesses to ditch paper invoices once and for all. If your company hasn’t already started preparing, now’s the time.

So, what’s happening? Well, loads. Different countries are rolling out mandatory e-invoicing at different times, and keeping up with who’s doing what (and when) can feel like a full-time job. Here’s what we think: getting ahead of these changes will make life a whole lot easier. And that’s where solutions like Lasernet come in - helping businesses stay compliant, generate invoices in the right formats, and generally take the stress out of all this regulation madness.

Where in Europe is E-Invoicing moving forward in 2025?

The EU’s B2B E-Invoicing Mandate: The Big One

The EU is going all in on mandatory B2B e-invoicing as part of its VAT in the Digital Age (ViDA) plan. The goal? Crack down on tax fraud and simplify VAT reporting across Europe. The full rollout is expected by 2028, but plenty of countries - like Germany, Romania, and Estonia - are getting a head start. If you’re doing cross-border B2B business, this will affect you. Best to get ahead now rather than deal with last-minute compliance chaos.

Germany: Welcome to Mandatory E-Invoicing

If you’re doing business in Germany, you’ll know that from 1st January 2025, e-invoicing is no longer optional - it’s mandatory for B2B transactions. No more sending PDFs and hoping for the best. The government is fully committed to structured e-invoicing, which means businesses need to get their systems sorted, fast.

Spain: Pressing Pause Until 2027

Spain was meant to roll out its e-invoicing rules in 2025, but they’ve hit the brakes and pushed it back to 2027. Good news if you’re operating there - more time to prepare. But let’s be honest, this isn’t going away, so it’s best to start planning now.

France’s PDP Compliance Deadlines: Keeping It Tight

France is moving fast. From 1st January 2025, all businesses must use a certified Plateforme de Dématérialisation Partenaire (PDP) for e-invoicing and e-reporting. By September 2026, they’ll also need to receive e-invoices, and by 2027, they must issue them through a government-approved PDP. And no, not just any system will do - only certified platforms will be allowed. If you’re working with French companies, now’s the time to check that your invoicing setup will meet these requirements.

Romania: Expanding the Rules - Again

Romania’s already ahead of the game. They made B2B e-invoicing mandatory in July 2024, and this year, they’re taking it even further - B2C e-invoicing came in from January 2025, with another expansion planned for July 2025. If you’re doing business there, make sure your invoicing is fully compliant.

Estonia: Joining the Club in July

Estonia’s getting on board too with e-invoicing legislation rolling out from July 2025. Another EU country going digital, and another reason to get your systems up to scratch if you operate across Europe.

The UK: Thinking About It...

The UK government is looking at e-invoicing as part of its big plan to modernise tax reporting and, frankly, make life easier for everyone. The UK government has also commissioned a consultation period to gather views on standardising electronic invoicing (e-invoicing) and how to increase adoption of e-invoicing across UK. There’s no firm date yet, but the direction is clear. The sooner businesses adapt, the better.

It’s Not Just Europe - This is Global

E-invoicing isn’t just a European thing. Countries across the Middle East and Asia are bringing in their own rules. If you thought you could ignore it - think again.

Singapore: Soft Launch in May, Full Steam Ahead by November

Singapore is rolling out its e-invoicing regulations in two stages - May 2025 for early adopters, and then from November 2025, it’s compulsory for newly incorporated companies. The plan? A fully digital tax system that’s faster and more efficient.

Jordan: April 2025 is the Big Date

Jordan’s government is going all in on e-invoicing from April 2025. Businesses will need to comply, so if you’re working in or with Jordan, it’s time to get ready.

Oman: Finalising Its Rollout

Oman started its e-invoicing journey in January 2023, but the full mandatory rollout is happening later in 2025. If you’re operating in the Gulf, this is one to watch.

UAE: Watching and Waiting

The UAE hasn’t made any firm commitments yet, but they’ve been running a public consultation, which wrapped up on 27th February 2025. It’s only a matter of time before they follow in the footsteps of their neighbours.

Brazil: The E-Invoicing Veteran Keeps Evolving

Brazil has been leading the e-invoicing charge for years, but 2025 brings another round of updates as part of its tax reform. The aim? To simplify one of the world’s most complex tax systems. If you’re doing business in Brazil, expect changes in how invoices are generated and reported.

So, What Does This Mean for Your Business?

Here’s the deal - if you’re not compliant with e-invoicing regulations, you could be facing fines, delays, and a whole load of unnecessary stress. The good news? Getting set up properly now will save you headaches down the line.

Lasernet makes it easy to comply with all these new rules. Whether your business needs invoices in EDI, XML, JSON, or specific formats like PEPPOL, OIOUBL, EHF, FINVOICE, Lasernet has you covered. It takes the hassle out of generating and distributing e-invoices that meet local regulations, so you don’t have to worry about keeping up with all these changes.

Final Thoughts: Don’t Get Left Behind

E-invoicing isn’t a trend - it’s the future of business. Countries around the world are making it mandatory, and companies that prepare now will have a competitive advantage. The transition doesn’t have to be painful, though. With the right tools - like Lasernet - you can automate compliance, streamline processes, and stay ahead of the game.
